Question / Help 480p but I can't get a good quality

Hi, I want to stream on twitch, I can set the bitrate to 1400 so I want to stream at 480p but it look blurry and weird, I don't know how to solve this. I tried 720p, my connection can't handle that but it look the same, blurry like 480p.
My pc: i5 3570 3.4 Ghz / Ati Radeon HD 7850 / 8 Gb ram

VOD stands for video on demand, and refers to one of your archived Twitch recordings. Being able to see what kind of quality you get in your streams will let us know whether you have a quality issue or unrealistic expectations for your current settings.

On twitch, "Automatically Archive Broadcast" can be enabled in settings, video and channel. Twitch needs this enabled to have stream save broadcast. Note that Twitch only save about a few weeks of past broadcast, that is good enough to see your videos. Give us a link to your past broadcast?

I use Elgato HD60 and I think that is recording at 720p but I use the resolution downscale to 480 at video settings of OBS. I don't know if I'm doing this correctly
