You're not dropping frames, you're lagging frames. This is not a network issue, Quick Sync issue, or OBS RTMP issue.
You have two issues in your log that stand out to me that will cause performance issues:
Change OBS Studio's renderer to Direct3D 11 (OBS Studio Settings > Advanced). Disable "Multi-adapter compatibility" on your Game Capture source.
You probably shouldn't use the "low latency" presets for streaming. You may need to reduce your OBS FPS from 60 to 30 and limit your Game Capture source's capture framerate. You may also need to cap your Overwatch FPS if you haven't already.
If you're still having issues after making those changes, post a new thread with a new log from a session where you still have issues.
