YT forcing 30 fps since some time on me?

I have 60 as set, 1080p , and with 12000 bitrate, im gonna try 15000. During the stream its 60 fps 720-1080p but after its regular. 9 month benchmark is at 60 fps , current benchmarks , 60 fps during stream 30 after. I either use simple or custom , in custom i changed B frames to 2 instead of 3

A bennchmark on september 14 has 1080p60, around 24 it started to change

I tried with simple, and 14k bitrate, still same issue, gonna update drivers to see if anything changes because i seen in 2023 it fixed it for someone, i doubt it does for me but its a troubleshooting step

It still changes to 30 fps, but after longer time youtube converts. I try another setitng int he video tab however its pretty peculiar
