Question / Help Youtube Stream Never Good Quality

Recently Ive been streaming to Youtube/Youtube Gaming and have found that obs has been dropping frames like crazy. A while ago with the same PC and internet I was streaming to twitch at 1080p 60 frames without a single frame drop. Ive been wonder why this has been happening to me and if it is only me. Ive been trying to stream Battlefield 4 on Xbox One with elgato and at 1080p and 720p both at 30 and 60 frames I keep getting the same output status. Here is some information.

PC:
Nvidia Quadro FX 1800
Intel Xeon w3530 2.80Ghz CPU
12 GB Ram
Windows 10 64-bit

Internet:
28.76 Mbps Download Speed
12.92 Mbps Upload Speed
(http://www.speedtest.net/)
Cox Communications

OBS Settings:
x264 Encoder
CBR = Enabled
CBR Padding = Enabled
Max Bitrate = 5000

x264 CPU = VeryFast
Encoding Profile = HIgh
Keyframe Interval = 4
CFR = Enabled
No Custom x264 Encoder Settings

I normally do put my bitrate higher for 60fps it just what I had at the time. Any suggestion for bitrates?
 
for 1080p60, you're going to need more bitrate than you have upload.

1080p30 at 8000kbit or 720p60 at 6000kbit
 
streaming to twitch at 1080p 60 frames without a single frame drop lol, good luck with that with a max bitrate of 3500....
 
When i stream at 1080p 60frames i used a 9000 bitrate. I just played around with the 720p at 30 and tried 3500
