Oh, hey, a video whining about people not spoonfeeding settings, and using random crap ones instead of reading the basic how-to walkthrough.

Dowscaling to 480p? Not necessary with NVENC, since it offloads the encoding to the GPU, which should do at least 1280x720 just fine, atleast my GTX 770 does.
Also 4000 kbps bitrate is too low for NVENC, it's quality is worse then x264 at a given bitrate, although it might not be so noticeable at 480p.
Also the local recording guide is THE way to get the best quality videos, if you have the cpu power to use x264 and play a game at the same time. For NVENC you can achieve close to that quality with a high bitrate.

i've made a pretty good side by side comparison, my goal is best quality i can get at 480p with about a 30 Mb/min file size. I think i was able to make a pretty good comparison using the 2 different encoders. The x264 seemed to work a little bit better, but seemed to affect the rendering in my game just slightly. Useful input much desired and I apologize for going a little overboard in my complaining but i really have made over 150 videos easily and the only reason i joined this forum is because all the hours i spent searching the internet (including this forum) had not helped me. Also, the first videos i'm putting up are tutorials on how to get this to work properly on my nvidia laptop, so i am also using all this 'free' time to help others use your product :)

Yeah, using x264 vs NVENC is a bit of a tradeoff, with x264 you can get good quality with less bitrate then with NVENC (also smaller files), but it's more cpu-intensive.
For local recording you should definitely be able to do 720p with like 15000-20000 kbps with NVENC, although that probably will not qualify your MB/min requirement.
