Question / Help X264 and QuickSync giving me problems. HELP

Ok so searching and searching for a fix for one of my 2 problems and I didnt found any solution...

The only solution I fould for QuickSync is change to Windows 8 and for the X264 no solution found..

Ok so here we go with my rig first:
Case: Corsair Air 540
Power Supply: Corsair AX1200
OS: Microsoft Windows 7 Ultimate
Motherboard: Asus Maximus VI Hero
CPU: Intel Core i7 4770k @ 4.5 OC
Memory: 16 GB Corsair Dominator Platinum
Hard Drive: WD Caviar Black 1 TB
SSD: Samsung EVO 840 250GB / HDD
Video Card: EVGA GTX 780 SC ACX
Sound Card: Supreme FX
Headphones: Plantronics Audio 777
Monitor: Samsung BenQ 2720T
Mouse: SteelSeries Rival
Mousepad: SteelSeries QcK Heavy
Keyboard: Corsair K70 RGB Cherry MX Red

And now my problems:

[X264 Problem]

When I try to stream CS:GO or any other game my in-game fps performance is horrible... In CS:GO for example my fps on the menu if I just move the mouse they drop to 70-90 playing... they drop to those levels too... If i stop streaming my fps with fps_max 0 can go to 500-600 without a problem, this problem is been happening to me since like 2 months ago, before that I was able to stream on X264 without any kind of problem...

[QuickSync Problem]

The obvious QuickSync was killed, encoded failed YES I have Windows 7.

If any of you guys give me a fix for my problems I will travel to your location and kiss you till you die..

Set fps_max to like 120, csgo likes to use as much cpu as possible. And besides you don't really need 500-600 fps.
Also if it didn't happen before you might want to check the temperatures of your cpu, check if they get to a point where the cpu starts throttling.

I have my FPS locked at 300 when I play CS:GO, I said the 500-600fps thing so the person helping me can compare the HUGE drop when streaming with X264. The temperatures of my CPU streaming and playing at the same time are around 50-60ºC

Cap your FPS at 120 as requested, not 300, and see if it makes a difference. Try running with the -high param for CS:GO so it runs at a higher priority. Try disabling the OBS preview, that's helped a few people as well.
