Graphics cards that do not have the DirectX 10 functions OBS needs are not supported, no. You may be able to use the upcoming rewrite of OBS at some point, but you shouldn't really expect much of anything from such an old integrated GPU.

well like i said im runnin directx 11 and i play WoW and other games but i dont have problems till i want to try to stream..... is there another way to check and see

Yeah, having DX11 installed is not the same as your hardware actually having the required features to use it, unfortunately. The only way you will currently be able to use OBS is to get a better computer.

Expanding a bit upon what paibox said:
Streaming is incredibly system intensive. Even top end hardware is pushed to the limit streaming and playing games at the same time. After the rewrite, which should support older hardware, you are still going to run into the performance limits of your older hardware. So, even if it works, it's really not going to work WELL.

I'm also trying to stream from a laptop. I know it'll do the job since I've successfully streamed using Wirecast & FMLE, but it won't run OBS. Like the OP, I'm running Win7 with DirectX11.

Might any of you know of a resource to run tests on my machine to see if DirectX11 is actually functioning correctly, or is Windows bending DX11 to its will?

The problem with laptops and the older integrated GPUs many of them have is the complete lack of hardware support for the DirectX features OBS needs. It's not a matter of DirectX being properly configured or not.

You will just need to wait for the rewrite.
