With any video, in any format, the video card's GPU flies away at 100%

AMD Ryzen 9 9950x
GeForce RTX 5070
Asus Prime B850-Plus

The main problem is that when any video content is added to OBS (in any mp4 webm format, etc.), the GPU of the video card rises to 60-100%, while there is nothing else on the stage.

Gifs or static images work normally without loading anything at all

I've tried a lot of options.
Disabling HUGS
All possible OBS settings that were found on the Internet
By removing Armoury Crate with all the consequences
Complete reinstallation of the entire system
Switching from Windows 10 to Windows 11
Updating all possible drivers
Rollback to earlier versions of drivers and OBS
There were 2 monitors, both led to the same end, turned off one completely

I'm thinking of forcibly disabling the iGPU, but I do not know what else to do and what could be the reason.
In other programs (games, video rendering programs) everything works fine, everything handles the load perfectly.

But here... I do not understand what is wrong with D3D11 and what prevents it that OBS loads the GPU of the graphics card at 100%

Is there anyone who can help? Do you have any thoughts? Maybe I don't see an obvious solution?

I have solved the problem. There really was a global error with D3D11, and that's exactly what's wrong with it, and I haven't figured out exactly how to fix it.

That's why I found out how to change the renderer.
I changed it to OpenGL (Although they say Vulkan is preferable and works better in the 50 series)

I changed it through the startup settings (I ran OBS via Steam) and added the line --allow-opengl there.

And the load decreased from 100% to 4%
