My vista is up to date however OBS is requiring a Platform Update. Is their a known solution to this?

Yes, install the platform update for Windows Vista.

I ran through those steps and the steps it tries to walk me through, however it is now telling me I already have the update. When I relaunch the installer it still gives me the same error message.
