Bug Report Windows 8.1 Recent Update Game Capture Bug

There is a recently released update for Windows 8.1 that is causing issues with game capture. Specifically, with Super Meat Boy. The update (or group of them) that causes the issue is here: http://support.microsoft.com/kb/2887595

I'd post an OBS log but I can see no discernable difference between the logs before the update and after the update. Uninstalling the update reverts game capture back to its normal behaviour.

Note, this only happens in full screen. In windowed mode SMB works fine with game capture.

During my investigation into the problem, I found that disabling VSync and enabling a framerate cap of 60 made the problem 95% better, which leads me to think that for some reason after installing the update, game capture affects refresh rate. I also noticed a small momentary drop from 60FPS to 59FPS on my Logitech G13's display immediately after enabling game capture. This does not happen without the update.

Great, great. Microsoft changed their stupid D3D9 binaries yet again. Email me D3D9.dll from both C:\windows\system32 and C:\windows\syswow64.
