Question / Help Windows 8.1 0kb/s problem

Hello,
I switched my windows version to 8.1 (from 7) because i heard Quick Sync work well on 8.
I cant check Quick Sync because i have another problem. Now its upload. I tested few version of OBS. Resoult is this same.

It crashes when i stop the stream or after few minutes of streaming.
