Question / Help Windows 10, fullscreen lag

Wondering if there is a fix for the fullscreen lag that I get with Windows 10, (example: I open Overwatch in full screen, all my other monitors now lag or seem to be in a lower FPS. However if I tab out of the game everything is fine - no lag. Therefore when I try to stream OBS lags because of Windows 10 when I'm in a fullscreen game.) Is there any fix to this? To make it so when I go into a fullscreen application it doesn't lag?
My twitch is iAustin2472 if you would like tos ee my last broadcast and see what I mean. All in All it fullscreen games in windows 10 make my other monitors lag, or any other program.
ALSO my main monitor is 144hz, so playing windowed mode looks awful and feel VERY laggy.

Okay. So heres a fix
- Dont use nvenc
- Use vsync
- Make sure your GPU isnt running max ( and is using the correct slot on mobo check GPU-Z for that info)
- Use nvidia control panel to make sure that if using multi monitor to have the correct compatibility on in 3d settings

If that doesnt do it, your GPU is running on the wrong PCI-E version (Me running a 980ti on a 2.0 instead of a 3.0)
