Question / Help Window Capture Noobie needs help!

I am attempting to set up a scene in OBS and seem to be running into a bit of trouble that is driving me bonkers! I attempt to window capture a program, and it works! BUT if I close the program or the program starts AFTER OBS has started it just displays a black box where the capture should be

Any tips or tricks would be much appreciated. I am not sure what I am doing wrong.

You can clearly see the window capture in the above.

If I attempt to start the program after OBS has already started, it will not capture!

Last question! For window capture is there a way to take the same "window capture (crop and scale)" to other scenes?

I have attempted to add this window capture as a global source, but just end up running into the same issue.

I actually have a similar problem im using a capture card for my 3ds that I got from a guy named Katsukity. Whenever I enlarge the window I want to capture from I only get like maybe 1/5 of the video I am trying to capture from the 3ds capture viewer window.
 
Seriously losing my mind with this. From what it seems, it just means I MUST have all my captured windows up before I start my stream. If anything crashes or resets I must then restart the stream for the window captures to see the regions I am attempting to capture.
