Question / Help Win8.1 Fullscreen gameplay stutter

Hello,


Recently, my upload speed got increased to 6mb/s. I wanted to stream some of my Counter-Strike: Global Offensive gameplay. However, I can see in preview mode and the stream itself that it stutters. When I put it on Windowed or Windowed Fullscreen mode it is completely smooth. The problem is that I cannot really stream in the Windowed/full screen because it creates input delay which is not acceptable in such game. Any way to fix it?

I guess if I still had Windows 7 installed I could just disable aero which would get rid of the input delay... but I have windows 8.1 pro and there is really no way of disabling aero. I playing with the settings in OBS a lot - trying to get rid of the full screen stuttering... no help.

OBS settings:

Use CBR - ticked
Enable CBR padding - Ticked
Max Bitrate (kb/s): 3.5k

Video
Base res - Custom - 1920x1080
Res downscale 1.5 (1280x720)
Filter
Lanczos
Fps - 30

Advanced
Use multithreaded optimizations - ticked.
x264 CPU preset - fast (was playing with default and other options, no difference)
Keyframe Interval - 2
Use CFR - ticked

The rest of the settings are default.

Going to Advanced system settings > performance > settings > adjust for best performance - doesn't help.
Also, I have to close Razer Synapse or the scene with CS:GO is going to crash the game (not really a problem).

Any ideas how I can stream CS:GO without having input delay (windowed mode) / stream stutter?

TL;DR: CS:GO Full screen - gameplay stuttering (only on stream - the gameplay on my monitor is smooth). Windowed mode - Everything is good (but I can't play in windowed mode because it adds a lot of input delay).

Such a cool computer and such a betastage windows :D

The best advice would be to reinstall windows 7 x64 - not only for that sake but also for several others. ^^
