Question / Help Will second PC help that much?

I stream on Twitch with a 1800 bit rate. I am non partnered so I don't go above 2000. Sometimes my internet upload rate is bad and I have dropped down to 1500 even though I am technically supposed to get 4 Mbps upload. Will having a dedicated streaming PC, so I can really crank up the x264 preset, make the stream look a lot better with the bit rate I am using? Would dropping to 25fps help or lowering it from 720p downscale help? Trying to decide if it is really worth it to get a dedicated PC.

yes it helps

will it be worth? probably not.

depending on the hardware you could do something like 720p30 medium and some custom settings but its not doing magic

Ok thanks. I have read a lot of posts and tried to figure out once and for all, does lowering or raising the FPS when using a lower bitrate help the quality? Which one helps more? What about bumping it down from 720p to 1.75 downscale? Does that help the quality when using lower bitrate?

I read in the OBS technical discussions:

If you find you have a great CPU but low upload, increasing FPS is one of the best ways to improve quality.

• Recommended: 30 fps for most configurations, 60 fps if you have the CPU to support it and appropriate bandwidth to accommodate.

The first sentence says increasing the FPS when you have a low upload increases quality. But then below it says 60 fps if you have the appropriate bandwidth which sounds like it would require more bandwidth.

well just think about it

you fill 1 second of encoded content with 30 frames or you will the same second with 60 frames

the 60 frames need in theory double the bitrate you would need with 30 fps

so lowering the fps will give better picture quality for the cost of a less smoother stream

downscaling is pretty much the same since with 720p you have 1280x720 pixels to feed picture material and as example with 1920x1080 you have quite some pixels more
