Question / Help Wierd lag while streaming

That's my log file.
I'm not dropping frames or having ping spikes from what I can tell but my all my games have rubber band like lag. Where the game slows down and then speeds up.
I looked through the posts and tried what I could but nothing seems to help. I typically play on east coast severs but occassionally I'll get west but it does it regardless of the server I'm on.

Sorry if i posted wrong or did something wrong. First time posting.
 
Your running into upload speed or packet loss problems on your internet connection, that might also be the reason for rubber banding.

So on the main screen of obs at the bottom where it says "dropped frames" it just always says zero though.
