Turn on aero in windows and set profile to main.

Try that and post back your results.

From top to bottom:
1. you need to keep Aero enabled at all times. the only time when aero is disabled is with screen capture which is seldom recommended; in other words, dont use screen cap or disable aero
2. keep your preset at very fast until we fix your lag issues.
3. set profile to main
4. set key frame interval to 2 (I forgot to tell you this before but I didn't know you were streaming until I saw your latest log; twithc recommends key frames to 2 always
5.your gigabit network card is only connected at 100mbps, this might indicate an issue with your cat5 cable or using an old hub to connect your components. see if you can fix this by reconnecting the cable and/or connecting it directly to the router.
6. the encoder lag is from you preset and should normalize once you set it back to veryfast.

other:
close all browsers and disable the preview window in OBS. right click on preview after streaming and click preview then uncheck "enable view". both these will cause game lag sometimes.
