Question / Help Why is it so hard to find good stream settings?

before i start here's what I'm currently running,,,,

Windows 10
Intel core i5-7200U CPU @2.5 GHz
8GB DDR5 Ram
64bit operation system
Internet: BT Fibre Optic 80meg download 18,21 upload

its the first time i've owned a intel i5, only recent got it a few days back,
and its frustrating , I want a really nice smooth stream but I cant seem to get one ,
I've gone through multiple settings on youtube for - 30fps 2500 bit rate , 1920x1080 base resolution
resolution downscale 1.5 1280x720 , and even that aint smooth its lumpy slight lag, really annoys me

is there a way I can improve and just make it run smooth? I want to stream mobile games aswel as xbox one ps4 fifa ect
hopefully somebody can help me cause I'm having a frustrating time trying to figure this out.

also what is the reason it lags? cause the picture side of things is fine, what do I have to increase/decrease to fix that issue????

the only reason I use classic, is because its so simple to use,just wish there was a place I could put my settings in a BAMMMMMM , would hook me up with exactly what I need if only :(
