Question / Help Why Does My Stream Suck?

The quality gets fuzzy sometimes, and I get like a half a second delay when I stream with these OBS settings. I'm really bad with hardware so I want to know what I need to upgrade in order to stream at a really high quality like 1080p like the majority of famous streamers do.

MY SPECS:
Processor: Intel (R) Xeon (R) CPU - E5405 @2.00GHz (8CPUs), ~2.0GHz
Memory: 16 GIGS of RAM
Display 1: ATI Radeon HD 5800
Chip Type: AMD Radeon Graphics Processor
Approx. Total Memory: 4095 MB
Current Display Mode: 1920x1200

MY CURRENT SETTINGS: (I get like half a second delay when I stream these higher settings. But when I scale them down, I run smoothly but the stream is really fuzzy and low quality).
Max Bitrate: 3500
Buffer Size: 3500

Resolution Downscale- 1920x1080
FPS: 30

x264 CPU Preset: ultrafast

You are using a wireless connection which can lead to framedrops (the log shows you had some).
Your CPU is not really powerful at all, and your selected resolution is too high for it.
The Ultrafast preset will decrease the quality a lot and is not really meant for online streaming. Veryfast is normally the default/minimum you should use.

I would recommend to downscale at least by a factor of 1.5 or 2.0 in OBS to accompany your cpu, at the same time you might be able to go back to superfast preset, do this if possible. Oh and you can reduce your bitrate of course with the big downscale, maybe to around 2000 kbps.
