8gig of RAM

gx770 Graphics

Yet when I stream at 4000 bitrate I lose ~10% of frames.

At 2000 bitrate I lose ~17%

It makes no sense to me.

Well for instant. Your resolution is to high try to downsample it to HD (1280x720) and see how that goes.

You seem to be on a wireless (Interface: 802.11bgn 1T1R Wireless Adapter (802.11, 332 mbps))
Try to test it wired and see how that goes.
And avoid using monitor capture on win7.
