PUTTING THINGS IN ALL CAPS ONLY MAKES IT ANNOYING AND HARD TO READ.
You really shouldn't do so if you are trying to get responses.

I recommend starting with 30FPS and a bitrate of ~1000kb/s. If you're computer doesn't lag, then increase the bitrate. If you really want 60FPS, try that as well.
