CPU: i5-2500(non-k)
Graphic card: GTX 770
Ram: 8gb (667MHz)
Mobo: P8P67 Pro Rev 3.1

Down/Up: 6mb/s | 3mb/s

Would it be better to buy the capture card or the cpu?

I am having trouble with the frame rate of any game I play while I try to stream. More specifically CSGO. I can run the game fine 200fps, but when I stream, sometimes it will stay like 100-150, but it will constantly spike making it unplayable.

A single-PC setup will not benefit whatsoever from a capture card, so get the i7.

Could you elaborate on why it wouldn't benefit a single-pc setup?

Also, will the i7 should completely eliminate fps drops?

A capture card isn't more efficient than using game capture or window capture and it doesn't do the encoding for you so there's no performance benefit. Nothing will completely eliminate FPS drops unless you offload encoding from your CPU (e.g. using Quick Sync or NvEnc or a second encoding PC).

I'm pretty sure I listed some things you could do in my reply. If your main goal is simply to stop your frame rate from fluctuating ingame you could also cap it a bit lower, say at 120, using the fps_max command. That should stabilize the frame rate and also reduce the work your CPU and GPU are having to do.
