Currently im playing on i74790k but i want to build another pc to encode with i7 5960x.
The question is:
Should I play games on 4790k and encode on 5960x or play on 5960x and stream on 4790k.

the obvious answer would be the 5960x to stream since all your cores could be utilized. With 16 threads 1080@60 would be easy but of course you know that you cut down on your viewer base since 1080@60 is ever hard to decode. mobile viewers and anything under a quadcore would be hard to view without taking up 40% of the CPU.

that all being said, you could get away with maybe 1080@60 with fast/faster preset maybe even medium then keep the stream under 3500 bitrate.

Again, you could also just do 720@60 with slow preset and actually raise your viewer base.

In general 5000 bitrate is needed to look decent with 1080@60, but with a slower preset, 3500 wouldn't look to bad, its just an injustice to your viewers, which, in the end, is why we stream

It doesn't matter how good your encoding PC is, you can't do 1080p60 on Twitch and have it play back well.

Shoot for 720p60 or 1080p30.

Your main question is really not much of a question IMO, you definitely want to game on the 4790k, as it has a faster single core speed, and for every game I know of, that's what counts.
