Question / Help Which bitrate fits to which resolution?

Lets assume we are using very default settings, and 60FPS, and also our PC is fast enough to stream any quality.
Now I'm having a certain upload ratio and have to decide what resolution to choose.

For example I have max bitrate 1500kb/s at the encoding settings.
Now if I understand correctly, I would use probably around 1500kb/s no matter if I set my resolution downscaling to 420p or to 840p, right? So maybe 700p doesnt look so good because for a 840p resolution a recommened bitrate is minimum 1800 (for example).
Is there anywhere a list for recommended resolution downscalings depending on what FPS and what upload speed I use?

I don't really know what resolution downscale is best for my 1500kb/s and 60FPS.
Since my PC has no problems anyway, I now have to decide what is the best I can get out of my 1500kb/s.

By the way Upload ratio is 2.5Mbit/s according to speedtest.net, however when setting max bitrate to 1800kb/s I'm getting lag ingame (league of legends).
So now im trying out 1500kb/s.

The thing about that is, it depends HEAVILY on the source (game in this case). While maybe league of legends looks okay at 1500kbps 720p, a sidescroller good and minesweeper perfect, a fps like csgo or maybe minecraft would look low quality.

Most important factor is motion / how much the whole screen moves around. So you wont find such a list, at least not one that would be accurate. I know youtube has recommended bitrates for resolutions in their faq but they do not mention for what kind of content at all.

For your lag in LoL: I heard LoL uses quite a bit of bandwidth but you can test the "minimize network impact" in the broadcasting settings and see if that helps at all.

I'd actually put LoL into the 'sidescroller' category, given that most of the screen just slides instead of turning at all, and the perspective changes are pretty minimal (at best).
