im new to obs studio and cant find the audio encoding settings. i am trying to find them because i'm not recording audio into mp4 files and everywhere i looked said to change my audio to aac. in obs classic it was under recording/audio. now i can;t find it in any of the settings. am i missing something?

You're missing a few things
1> Saving directly to mp4 isn't a good idea
2> Unless you're using custom ffmpeg output, OBS Studio ALWAYS uses aac audio.

what would be a better output? and why would i not be getting audio then? obs is registering the sound but not recording it.

Use VLC to play back your recordings and save to FLV (or MKV if you need multi-track audio)
