I'm sure an expert can provide a better answer but I have some suggestions that might help. Do you have more than 1 monitor? Do they both have the same refresh rate? Have you tried changing Power Management Mode or Multi-Display/GPU Acceleration settings in the Nvidia Control Panel? Another thing you can try is to keep Aero theme enabled but uncheck transparency.

I'm new to reading the logs but according to your log, it says Windows version 6.3, which I think is Windows 8.1. I haven't used 8.1 so I'm not sure if the above suggestions will help or not. Good luck!

You have a bitrate of 1000 for 1080p. Thats way to small for this quality. Ur cpu is not good enough to handle 1080p AND gaming. Downscale to 720p 30fps. U should raise ur bitrate to ~2000

Try disable quicksync in bios, because u dont use it. Dont know if this is importand, but u should try.

i7 4790 shouldnt have any problem with 1080p30 tbh, but since its recommended for none twitch partnered streamers to stream at around 2000-2500 bitrate you would have to downscale by 1.5 (1280x720) anyway

disablig qsv wouldnt change anything theres no real gain/loss.

do you have any overlays or tools active like razer synapse, msi afterburner or ts3 overwolf or anythingelse which has some sort of overlay? also do you leave your own stream running in the background?
