For some reason all the settings I've been trying they always stutter and have low quality and does not look like 720p. Any help?

Try the ultrafast x264 preset instead of veryfast. It will sacrifice disk space for overall system performance at the recording quality.

Seems to have fixed it! Would this work with say, livestreaming aswell? Or would that be a different case?

That's a different case. Because you're telling the encoder it can use as much bitrate as it wants while recording, ultrafast sacrifices using more bitrate to make up the quality loss normally incurred by the lower cpu use. In streaming, you'll lose quality instead of disk space going with ultrafast.
