What stream settings should I run??

I am newish to streaming and am looking for the settings that will give my viewers the best experience.
Ill list my specs then state my problem.

specs
download: 13-18mbps
upload: 4-5mbps

cpu: 5600x
gpu: 6700xt

my problem is when I stream rainbow six siege on twitch which is a fast paced fps game, i either drop network frames if my bitrate is too high and I can’t find the right settings to make my stream watchable, I’m not even sure if it’s possible to make my stream look good. I’ve been streaming at 3750kbps 720p 60fps using x.264 slower preset. I don’t drop any hardware or network frames but my stream looks bad. If anyone can help please do.

I have my game locked to 165 fps.

1. Set you monitor to 120 Hz and games to 120 FPS.
2. In OBS > Settings > Advanced > Enable Dynamic Bitrate. May want to check the other 2 boxes too.
3. Set the bitrate to 4500.
4. Set the FPS 30.

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...
