Take note the time I tested, this is currently the best speed I've ever gotten.
I streamed for a while with 200 kb/s max bitrate at I think 360p with no dropped frames after nearly an hour
Question / Help What should my settings be?

the settings estimator usually gives pretty useful advice on the most important settings: https://obsproject.com/estimator
your upstream sadly does not give that much room. if you have a strong cpu you can somewhat compensate for your low upload by selecting a better (slower) x264 CPU encoder preset in the advanced settings. however if you mostly play CPU demanding games that might result in a laggy game experience.
