Well this is my internet, and pc specs:

internet:

Upload speed: 3MB

PC:

I5-3470 CPU @ 3.20GHz

Ram: 8GB

GTX 670

Windows 64 bit.

encoding try the top 3 anymore then that and it will just max out your CPU heck you might only be able to handle fast encoding.

base resolution 1920x1080 (thats what i would assume)
downscale by 1.5 to 1280x720
fps 30
filter whatever you want

bitrate/buffer 1500
cbr=checked

preset veryfast (default)
cfr=checked


csgo launch options you should set

-threads 4
-high
+fps_max 150


test it and post a log next time + a vod if possible
