Question / Help What settings should i have?

I have recently got into streaming and i just cant seem to find the right settings, ive been tweaking and tweaking with no luck.

Pc build
CPU - Intel Core i7 5820K @ 3.30GHz
CPU Cooler - Corsair Hydro H110i GT
RAM - 16 GB DDR4 2133Mhz
GPU - GeForce GTX 980 ACX 2.0
Mobo - MSI X99A SLI PLUS
Webcam - Logitech C920 HD

Speed test
Ping-12
Download (KBPS) - 73,397
Upload (KBPS) - 18,844

My actual screen resolution- 1920-1080

I preferably want a bit rate around 2500~ as i want people to be able to actually view the stream, as most cant around 3000~ (correct me if i'm wrong)

tbh, 2500 bitrate you can do something like this:

720@30fps, slow preset
720@48fps medium preset
720@60fps medium preset
