Question / Help What settings for 720/900p?

Your cpu is weak. If you are playing games on that one aswel (depends which one), I would say go with 2000 bitrate CBR, veryfast preset, downscale to 1280x720. That is default. You can try lowering one of those 3.

But i can use obs VCE aswell so cpu isnt the problem really, its just the quality of the stream which i am searching for...

For example : https://www.youtube.com/watch?v=_7rodheiFhs
this was OBS stream and record same time..
