My computer spec is : Procesor: AMD Athlon(tm) 64 X2 Dual core 5400+ 2.80GHz
My grapichs card: Msi N22oGT MDIG
My ram: 4Gb

Problem Is: I cant Stream or record whit obs games Fead The beast(Minecraft) and League of Legends

Unfortunately your PC sucks.

You can't stream with this machine.

The PC is sub-par, as rodney stated, though streaming should be possible. You'll have to turn down all your OBS settings though unfortunately to do it.
