It means that Intel's Quick Sync encoder will be unavailable for you.

As soon as Game Capture source will be present in the Exported/Imported scene collections of new OBS, then corresponding libs will be updated, see: https://obsproject.com/forum/threads/update-31-problems-with-ubisoft-games.182553/post-667206
If you are using 3rd-party plugins then compatibility with v31.0.0 sholuld be checked manually (because there are a lot of plugins for OBS). And, finally, please, export your OBS Scene Collections and Profiles, to not mess up everything (make back up).
