Question / Help What do I need to replace for streaming ,

What I did when I wasn't sure about my specs: I just downloaded OBS and tested streaming. Turned out I had to get a better upload speed and a whole new computer (which I planned to get anyway). This wasn't a surprise, mind you.
You specs seem ok though.

I can't really comment on the capture card set up, only one thing comes to mind. At the moment I'm streaming Batman: Arkham Knight and I have to turn off two features ingame (Smoke/Fog and Interactive Paper/Debris) because the game is bugged and falls back to D3D10 when those features are ON and OBS would only display a black screen instead of the game.
With a capture card (as far as I understood) you capture the actual output of the graphics card, so this isn't depending on software/drivers on the actual gaming rig.
You have to get a second computer to handle the streaming (I think).
 
Your system looks fine. CPU may be a bit weak, but should be workable.
Definitely need better upstream bandwidth. Upgrade your internet connection; try to get at least 5mbps up.

A capture card will not offload anything from your CPU. This is a line of mostly-BS put out by Avermedia to sucker people into buying their product. You do NOT need one, if you will be playing and streaming from the same machine.

If you plan to play from a console, you will need a cap card. Think of it like a webcam, except it takes whatever signal is coming in from the console directly to the computer, so no need to focus or worry about glare or anything. You can get cheap crappy ones for as little as $12 (Easycap) that will look like crap.
