Question / Help What are good setting for my PC for streaming Black Ops 2?

My computer specs are:
Processor: Intel i5-4590 @3.3ghz
Graphics Card: MSI GTX 970 Gaming 4G
Motherboard: ASRock Fatal1ty z97x Killer
Operating System: Windows 8.1
Power Supply: Rosewill Photon 550W
RAM: G.Skill Sniper 16GB (2x8GB) DDR3 2400
Hard Drive: Seagate Hybrid Drive 2TB

Also playing Black Ops 2 on PC.

720p@30fps, 2000kbps, x264 Veryfast.
I honestly wouldn't even begin to watch this stream tbh with ya, if you had any text elements they'd be near unreadable during any fast paced action.

720p 30fps - 2500-2800 Kbps 2500~ if you have a higher audio bitrate, which if you have a quality mic would kind of defeat the purpose to have a lower audio bitrate.

Yep, and exceeding 2000 will cause more and more people to buffer, which is why it's a bad idea.
It's a good tradeoff point that provides accessibility first and foremost (which is what you should care about if you want people to stay and watch), then works within that framework to get the best trade between resolution and smoothness while maintaining decent fidelity.

Generally in a livestreaming situation, anything over 128kbps AAC is going to just be wasted bitrate. Most can get away with 96, and 64 is decidedly livable with the improvements AAC provides over MP3 compression.
