Bug Report Weird Stuttering Logitech Webcam Problem Suddenly

I've been streaming with OBS for a while and have never had this problem, but when I popped it up today and updated the streaming list, suddenly my webcam hangs for a second and the audio and video are way, way way out of sync. I have no idea what's going on. The settings all look fine. I have a Logitech C615.

I'm confused because this has never happened before now. I did have my old power supply for my Republic of Gamers laptop blow out and had to buy a replacement. Could that somehow be the cause? However, even on battery the stuttering continues.

Alright so I turned buffering off and it started working, but when I turn buffering on it has issues. I'm not sure what changed in the buffering setup, but now it's causing my webcam to hang, which has never happened before.

Update: Rebooted my computer and it started working right. Not sure if it was a weird driver issue or another program causing a weird conflict.
