So i've been working on a dual PC setup, finally got my capture card yesterday, and ran into some weird issues.
Even if i record the local desktop of the PC in 720p, it's still stuck at 16 fps.

The only thing that might be causing it is that the PC doesnt have a dedicated video card? it's only using the integrated Radeon HD 3300.

Judging from the old graphics chip you are using, the rest of your system must be pretty old too.
Post a log.

It's not super old, it's a Phenom II 955 X4 on a ASRock 790gx pro with 4GB ram.
I'll get a log in a sec.

Log: https://gist.github.com/anonymous/b65d8b0fe435672e9933

It does say
"Loading up D3D10 on ATI Radeon HD 3300 Graphics (Adapter 1)...
14:18:31: D3D10CreateDeviceAndSwapChain1: Failed on ATI Radeon HD 3300 Graphics: 0x80004002. Trying compatibility mode "

Maybe that's an issue?

Actually, according to that log, the slowdown is absolutely because of the GPU, not the CPU. The GPU can't feed the CPU with frames fast enough for the CPU to be the bottleneck...

Downscaling as much as possible will help, as will lowering the frame rate, but I wouldn't be surprised if that GPU just couldn't be used for streaming at all.

Yeah that's what i figured, hadnt really tried using OBS without a dedicated GPU before, i'll throw one in and see if it gets better.
