Question / Help WEBCAM LAG WHILE STREAMING

Hi guys i am a complete OBS noob but i have watched loads of set up videos, my village has shit internet and i am on bt so i put my bit rate down and fps down as well as picture quality of my webcam. i even turned the big light on like people told me to but the lag is horrific. the game is fine but the webcam lags so badly and its not cheap it is a logitech c910.

CAN ANYONE PLEASE HELP

under the help menu, there is a place to upload your last log file when you streamed. I would also to a speedtest @speedtest.net and post that link here.
