Question / Help Watching my stream, it's laggy. Is it me?

I am new to streaming, I am streaming on twitch. The stream seems to have to buffer quite often. I am wondering if this is because of my bandwith being used up by the program, or if its just my internet.. In other words, does it only have to buffer for me, or does it have to buffer for my viewers also?

Twitch is sometimes super slow at pretty much anything and other times it's running great. Inconsistent at best.
