Question / Help Want to Stream at 60 FPS using Elgato HD60, but low Upload speed

I play lots of 60fps shooters on my Xbox One and use the Elgato HD60 to stream to Twitch.

When I stream, I run OBS, Webcam, Skype, Spotify, Chatty, and TweetDeck (Google Chrome) and the multiplayer shooter itself. Everything is wired to the router (No Wireless).

I am currently streaming at 720p 45fps. I would like to upgrade the stream to 720p 60fps, but when I attempt to, I get massive frame rate drop and sometimes can't even connect to Twitch. Below are settings and speeds to provide reference.

for 60fps? I stream at 540p60 at 2000Kbps and it looks fine. Try 2000Kbps if you can. 2000Kbps upload, 2500Kbps bufffer.
 
I just tried 720p 60fps, 2000Kbps, 2800Kbps buffer and it looked good. What I am a little worried about it how will that effect online multiplayer? Will it cause lag if I go higher?
