Question / Help VP8 or H.264 To Virtual Camera

Does anyone know of a piece of virtual camera that would accept a VP8 or H.264 stream? Preferably one that doesn't actually connect to a streaming site in order to do that, but can natively accept the stream
 
No. There are some fairly complex workarounds, but they require some deeper tech skills to get and keep working.
