Question / Help Viewers say its buffering

Hello, I have one problem, my viewers say's that they get lags in my stream, but not in other ones? so I looked up in OBS and stuff, but its seems like everything is alright.
I stream on 720p (downscaled to 1280x720) and my Internet is pretty fast. P.S. I drop 0 frames and bitrate stable. I stream on 2300 bitrate sometimes even 1800.

So guys if you know something that could help me, like guides tutorials and stuff just send some links I would appreciate it. because I tried to read some but that ain't working.
 
basically, that guide tells you to keep lowering your bitrate untill problems stop occuring. Twitch seriously has problems if streamers still have viewers complaining about buffering even when the streamers stream at the recommended 2000 bitrate for non-partners. There is a simple solution to all of this, which is streaming to hitbox. There you can stream at 3500 bitrate without having people complain about constant buffering (with exceptions of those with poor internet below 4 mbit download speed)
 
My viewers had same problem tonight and my bitrate was only 1800. Everyone complained about buffering and there isn't other fix than streaming to hitbox?

@ RisupFIN usually on twitch (for non partnered) it's recommended to set your bitrate at 2000 max
with this settings your viewers should not complain about buffering for the most part.
