Bug Report Viewers cannot watch stream (Twitch)

(EDIT: I'm pretty sure I posted this in Questions and Help instead of Bug Reports, I apologize if this has turned up in the wrong section)

Hello, I've recently started using OBS for streaming and have set up the program for use with my Elgato Game Capture HD.

However, I'm having an issue because viewers cannot see what's going on; from my perspective everything looks okay:

But for everyone else only the twitch thumbnail is shown.

Here are my Broadcast settings if they need to be seen:

I'm not sure what to do about this. All suggestions are appreciated.
Thanks!

Recently, Twitch has been having this weird issue for me where streams will appear as offline in Internet Explorer, but work fine in Opera, FireFox and Chrome. If the viewers who can't see your stream haven't tried it already, advise them to try a different browser.

Just tried this with people who use Opera, Safari and Firefox, sadly nothing has changed.

However I have noticed that everyone linking to my stream is being directed to justin.tv instead of twitch.tv. I don't know if this actually causing a difference, but justin.tv does not seem to allow anything except webcams to be streamed.

This is one example:

...I'm really sorry I've actually wasted your time. It seems both times that people reported they couldn't see anything, they typed the URL incorrectly x_x

However, I am having a new issue which is that there is a lot of lag when I move around or do something. When something's still it's a solid 30 frames but any action lowers it to the 20s or below. Any advice on this?

Thanks and I apologize for the inconvenience of the previous question.

I have lowered the bitrate and buffer size multiple times from 1000. I have a feeling it's just my internet connection being absolutely terrible but it would be good to get confirmation of this.

Both your CPU and video card are rather weak, also the bit rate doesn't really affect the amount of processing power encoding requires. What you would have to try is changing the preset to superfast or higher.

Just over a year and I'm already heavily outdated when it comes to specs haha, gosh :( I've changed it to ultrafast (highest option) and will continue to adjust as needed. Thanks!

Ah yeah, sadly the i3 line was never all that great, that in combination with the Intel video card unfortunately makes for a pretty bad streaming setup. While your computer will probably play a bunch of games mostly fine, the extra strain from streaming makes it really hard on the computer to keep up.
