Question / Help Video plays back in incredibly low FPS?

Recently, I wanted to use OBS to make a video comparing gameplay using a logitech G27 and a regular keyboard for car controlling in a great game called BeamNG.Drive.
So I started the game, put it in fullscreen, and began recording. So when I stopped recording and opened the video, the video played in extremely low FPS. I experienced zero drops in framerate while recording, and the game performed as it should when I would be recording. I have an i7 quad-core processor, so the concept of dropped framerate while recording is not normal for me.
I have no idea why it's playing back in low FPS. I decided to render it, just to see what would happen and see if it would magically create a 1080p 60fps video like I originally planned, and noted that OBS did record in 60FPS. However, it seemed like the picture on the frame changed every, I don't know, 20 frames?
That's abnormal for me.

Why is this happening? Is this an issue relating to the game? Is this an issue relating to Windows 10 (64 bit)? Please help me find a solution!


My desktop's specs:
-i7-4790k 3.5GHz Quad-Core CPU
-Nvidia GTX750ti 2GB GPU
-12GB DDR3 Ram
-1.0TB HDD
-500GB SSD

Based on those specs, I would naturally assume that my issue is a bug. Hopefully it is a bug and it is a fixable one.

Again, please somebody help me find a solution!

Ok, the log is attached to this reply.
For starters, when I look at the task manager while recording, I see that only 30-50% of my CPU is being used.
It can't be a weak CPU, it isn't even using my CPU to it's full potential.

And OBS seems to record at a high FPS when BeamNG.Drive is closed, annoyingly.

Well, I can't record fullscreen. And if I don't record the game fullscreen, then OBS doesn't output 1080p video.

Is there a way to get it to record fullscreen programs? Please tell me there is... ._.
 
Ah, I found a work around by messing with the game's settings.
However, I doubt other programs will be able to work with this.

I still need to figure out how to get it to capture fullscreen games or use Monitor Capture to it's full potential.
 
Game capture works fine capturing both fullscreen and windowed games.

Monitor capture should pretty much always be treated as a last resort.
 
Well, for some reason it isn't recording full screen. When it is in full screen, it's just a frozen frame with sound playing in the background.
Ah, I'll figure it out.
 
Game capture your game, fullscreen or not it doesn't matter.

Start a recording and switch back in to your game then record for a few minutes then tab out and stop to watch the playback.

That is the proper method to check these things.
