Question / Help Video Pixelation

Hey, I've been trying to troubleshoot this problem but unsure of how to get to the bottom of it. When I was recording with OBS I was trying to stream *and* do a file output at the same time. Eventually after messing with the settings I was able to stream CS:GO without lagging myself and record, but the pixelation was terrible.

Now, I stopped trying to stream and did a little testing. I switched it to "File Output Only" and this improved the quality, however there was still a lot of pixelation and it doesn't look 1080p. Below I will link both videos, they are only ~30 seconds each just so you have a better understanding of what I mean.

As you can see there is a significant amount of pixelation, and in general the video just doesn't look as crisp as I'd like it to be. For example: https://www.youtube.com/watch?v=4Mcs6jNIKx8 (skip to 1:20)

Now, I know that guy has better internet (he's also partnered with Twitch) and a better rig than mine, however I am wondering if there is anything I can do to significantly improve my own quality? I'll upload the log files from today when I recorded one of those videos above.

-Windows 7 Pro
-Processor: Intel Core i7-3930K CPU @ 3.20 GHz (12 CPUs), ~3.2GHz
-Memory: 16384MB RAM
-DirectX 11
-NVIDIA GeForce GTX 770 (x2)

Some other things. I have two 1080p monitors (same brand and everything, but one is hooked up with HDMI and the other is hooked up with DVI... would that effect this?) I have it set to record in 1080p, although I'd be more than willing to do it all in 720p if that would make things look better.

P.S. It seems like nobody can give me a good, clear answer on what the bitrate is about. Some people say to match it with what speedtest.net says, and other people say to leave it at zero. Some people say to put the buffer more than the other... I don't know, could somebody please give me a good explanation so I finally know the truth?

Any help would really be appreciated. I love doing YouTube and I hope to also start Twitch alongside it. I just need to get things set-up and ready to go on the tech side of things.

Well, I set my max bitrate to 1000 and my buffer to 0 and that has improved it significantly. If there is anything else you guys could suggest too I would really appreciate it.
