Question / Help Video lagging when i set Quality to High

First of all, i want to apologize for my English..
I want to record some CSGO.. It have gud quality in game.. But, if i want to set OBS to high or best quality it cut of sometimes.. (1 frame, then lag for 5sec and then 1 frame and repeat) If some1 would help me.. Please help.. TY !

Tarumes above already mentioned it, but your Windows is out of date:

In this build you can't turn off Game Mode except by registry editing, so you either need to do that, or update.

I don't see you recording 1080p60 on this machine. Shoot for 720p60 or 1080p30.
