Video Lagging started out of the blue

I had been streaming just fine for about 7 months and then out of the blue my stream has just started lagging real bad, the video stutters but the audio has not changed. The only change ive made in that time was a new graphics card (went from a 166ti to a 6750xt) about 4 months ago. Had no issues after that change. but now every thing ive tried to fix has only seemed to make the problem worse. A lot of self help and settings changes just dont seem to be fixing the issue... please help... the only thing that helped at any point was reducing my bit rate from 12000 to 4000 but now even that doesnt help and my internet speed is about 250mb up and down. Attached is the log.

1. In Windows, we recommend that "Game Mode" be enabled. Game Mode can be enabled via the Windows "Settings" app, under Gaming > Game Mode.
2. Audio buffering hit the maximum value. This is an indicator of very high system load, will affect stream latency, and may even cause individual audio sources to stop working. Keep an eye on CPU usage especially, and close background programs if needed. Occasionally, this can be caused by incorrect device timestamps. Restart OBS to reset buffering.

3. OBS is not running as Administrator. This can lead to OBS not being able to Game Capture certain games. If you are not running into issues, you can ignore this. Citra might capture better with Game Capture.
4. Your log contains streaming sessions with dropped frames (up to 22.7%). This can only be caused by a failure in your internet connection or your networking hardware. It is not caused by OBS, but OBS can help. Start with enabling Dynamic Bitrate. Go to Settings > Advanced > Network, check the box, Apply, OK. This may not work with the Vertical Canvas plugin but you can create/duplicate a new profile and change the base and output resolutions 1080x1920.

5. Your GPU is maxed out and OBS can't render and encode scenes fast enough (0.1% of the time). Running a game/emulator without vertical sync or a frame rate limiter will frequently cause performance issues with OBS because your GPU will be maxed out. OBS requires a little GPU to render your scene.

Enable Vsync or set a reasonable frame rate limit (80, 60, 59 [or lower] depending on screen) that your GPU can handle without hitting 100% usage.

If that's not enough you may also need to turn down some of the video quality options in the game. If you are experiencing issues in general while using OBS, your GPU may be overloaded for the settings you are trying to use.
