ye having the same problem.
Ingame it is all fine FPS are between 150-200 (CSGO)
but the video and my OBS are stuttering.

I have a issue like that. Everything is perfect except FPS in OBS. Game working perfectly fine on my screen but in OBS my fps dropping 1-10 from 30.
This is happening in Windows 10. OBS is not working well with Win10. Just don't upgrade your Windows 8 or 7.

Not a problem. Its just that there are many people that will say "me to!" but with out analyzing each as their own issue, theres no other way to give precise advice.

Sorry! yes I can, change your x264 CPU preset to superfast. Also try crf=20 you should still have plenty of quality with that
changing the bitrate with 0 buffer does not increase or decrease anything, it ignores that value for quality videos.
