Question / Help Video Glitching, please help identify the problem.

As shown here my video goes fuzzy a lot of the time, there are no lost frames and my bitrate is decent so I do not know why it is doing that. sometimes it also goes extremely green with triangles of some sort covering most of the screen.

at what mode are you running osu? opengl or directx?
